The Cluster is easily the biggest threat Steven and the Crystal Gems have ever faced. Its core gem alone is the size of a small country, and when it awakens it will split apart the earth like a bird from an egg. The Cluster has been in the making for thousands of years, ever since Homeworld lost the War for Earth.
So...why would Homeworld need the Cluster? They clearly knew it would take this long to incubate, so it's obviously not meant to win the war with the Crystal Gems. Furthermore, why would Homeworld even need colonies? Gems are immortal, so there's no need to increase the population or gather more land just to fit excess population. They don't need to eat or even breathe, so resources aren't a problem. So, why would they need a weapon powerful enough to destroy a planet, in addition to the many resources they gather from colonizing different planets?
Simple, they're at WAR.
Something even bigger is out there, and it's a threat to their survival. All of a sudden, they NEED resources, they NEED extra land for excess population, because they need more footsoldiers.
They need the Cluster because they need something powerful enough to unmake the Unmaker.
